In rare cases, a dirty or pinched hose can be responsible for windscreen washer system malfunction on Citroen C4. To diagnose, first open the hood and pull the end of the hose out of a windshield washer nozzle, and then turn on the washer system. You should see the fluid gushing out of the hose.

Just had a look at the handbook on the service.citroen site and the engine fuse box picture is not clear (page 138). It gives fuse F3 10 amp as the one for the washer pump so will be a red one. It also says to tilt the fuse box to make it easier to change a fuse. It lists it as being between a 15 (blue) and a 20 (yellow) amp fuse so this may All has thawed out a bit, and the washers are working fine again. I think the problem is that you can't hear the pump trying to work, so you don't know what the problem is. It could be frozen, blown fuse or knackered pump.
