Unfortunately, what happened in Burial at Sea Explained, I know this is the story, but I don't have any problem with the end. It's just hard to believe that Elizabeth would be so harsh and endanger a child's life for revenge, I know there is no one perfect, but why Ken Levine made Elizabeth so so harsh?
It was definitely the main theme of Burial At Sea. Feeling the unfairness and cruelty of the situation is exactly how Elizabeth felt about Sally. It also drives home the idea of Rapture being a flawed concept from the start, because it is a society where nobody cares about anyone but themselves.

Burial at Sea is set after the events of Infinite, which spanned several alternate realities. Whereas Infinite takes place aboard the floating city Columbia , Burial at Sea primarily takes place in the underwater metropolis Rapture before the events of the first BioShock game.
The problem, as far as I understand, is the impossibility of the one remaining Comstock. There's no explanation given as to how he "escaped" from the paradox Liz created at the end of BSI. Furthermore, the way multiverse theory works in Bioshock indicates that so long as one Comstock still exists, an infinite number exist.
Now, Burial at Sea takes place in an alternate timeline wherein Booker is a PI in Rapture. I heard somewhere or another that it takes place just shortly before (during?) the Rapture Civil War, which resulted in the events of Bioshock 1. Also, we happen to know that the very start of Burial at Sea happens on the eve of 1959.
